We, ANC Party of Arakan, and all our community, vigorously and strongly condemn the statements made by U Khin Yi, a former Police Chief, current Union Minister of Immigration and Population, of newly renamed, reconstituted military Junta of Burma, on the sixth day of
second regular session of first Amyothar Hluttaw, in response to the question raised by Amyothar Hluttaw representative U Zarad Rahman (a) U Htay Win on Aug 30th 2011.

It is a collective insult to Rohingya Nation of Arakan, a blatant violation of basic and universal rights of citizens of a Nation, on biblical scale. It is also a distortion, fabrication,
misrepresentation of history of a people and it is tantamount to national betrayal and a mockery of Democracy, Human Rights, Equality, International Norms, Rule of law, Universal Justice and Fairness, which are cherished by all peace-loving people of the world, and by
all free and dignified Mankind.

It is also a disgrace to the highest institution of a nation “Amyothar Hluttaw”, and it also exposed the real crooked intention, hidden conspiracy and agenda of newly reinstituted Military Junta of Burma, to subjugate, dominate, deprive and suppress all Minorities of Burma in general and Rohingya, other Muslims of Burma, Christian Keren people, other animist minorities and tribal people of Burma in particular. It is all along the prime objective of successive military regimes, since era of General Ne Win (1962), to promote and implement their hidden agenda of total domination of Burma as a whole, politically, economically, territorially, and physically, at all cost and by all means , as per their “Burmah ultra-nationalist, extremist, fascist, and neo-colonialist, big-brother” ideology.

We would humbly like to advice the informed and knowledgeable Minister to study the Arakan history, only up to 1430s, with open mind and intellectual integrity. You can not invent history of a land, which is recorded and documented in history, 354 years before your (Burman) invasion and occupation of Arakan in 1784.

This Military Establishment of Burma, which came to power through unrepresentative, unfair and unjustifiable referendum and constitution (2008), and through sham election (2010), has no intention of implementing democratic reforms, safeguarding universal human rights,
fair and impartial judicial system, instituting real and fair Federal System. How can any one expect anything positive from those, who have dishonored, disgraced and suppressed its own people, own religion and its own Buddhist religious dignitaries (2007)? How can any other minorities, tribal and religious groups expect fair deal, fair treatment and cooperative gesture from this ignorant, recalcitrant and tyrannical military Junta?

We utterly deplore, denounce, disown and protest this prolonged military domination of Burma (1962-upto Now), where a 400,000 number of armed gang (all armed forces of Burma) subjugating more than 50,000,000 people (Burma’s population), more than 135 racial groups, for almost five decades (49 years, now).

We would like to remind and warn all international community against relaxing any imposed sanctions and treating new Junta as credible entity which is not capable of any real change and democratic transformation. They should think twice before granting any sort of legitimacy, or giving this Junta any leeway or excuse to prolong their illegal rule on the people of Burma, which will extend and prolong the suffering and misery of the people of Burma.

There will be no favorable change of any kind in Burma, until all the minorities are given their deserved rights, their dominant territories preserved and protected, and their future secured and their national aspiration and security guaranteed through formal treaties (as per
spirit of “Pan long Treaty” of 1947) , by International Community or the UN.

There will be no happiness, racial and national harmony in Burma, unless fundamental human rights, universal suffrage, justice, equality of nations and people are preserved and protected.

There will be no prosperity, development, peace, stability, inside and in the vicinity of Burma, until we restore real democracy, rule of law and justice in Burma, with full and committed cooperation, coordination, support and participation of International Community,
our immediate neighbors, ASEAN, UN, EU, USA, Canada, OIC, GCC, AL, India, China, Japan and others.

Our people, many minorities, poor and defenseless people of Burma are forced to flee the country by notorious, illegal, self-appointed military Junta. Political opposition, intellectuals and many more are harassed, intimidated, defamed, tortured, imprisoned unjustly in
prisons and concentration camps of Junta, forced labor still used by Junta. Under-aged children are still recruited by starving giant military machine of Junta. Internally displaced people are still increasing. The Dignity, Prestige and Honor of ordinary people of Burma have been being violated on daily basis inside the country. 

In Arakan, Rohingya people are not allowed to travel freely to earn their honest living. They are restricted within their homes, villages and towns, or their own area by Junta. They can’t marry without the permission of Junta Officials; their marriages delayed, marriable age
increased, imposed inflated marriage fees and bribes to get permission for marriage. Sanctity of Religious personnel, institutions, Buildings, Places has been being violated on daily basis with impunity. Intimidation, Forced Labor, Torture, Arbitrary Arrest, Imprisonment, rape, killing, summary execution are rampant in northern Arakan. There is a systematic, preplanned and well articulated ethnic cleaning going on in Arakan, since 1942. The rate and intensity of these projects have been increasing since Ne Win Era and after 1988
coup it has been at full swing. It is actually, practically and technically “A crime against humanity” designed and implemented by Junta, its natural partners (Ultra-nationalist, Xenophobic, Racist Rakhine People), and their cronies.

If we cannot or will not put these crimes at this stage to an end, it will eventually transform into full scale “Genocide” in very near future; then it will be too late to stop or contain, too heavier the price to shoulder later, and world will certainly witness another Srebrenica or Rwanda like “Massacre” in Arakan.

We call on all International Community, UN and all peace-loving people of the world to investigate all crimes perpetrated and committed by Junta in Burma, to intervene in time to save lives, to preempt human catastrophe, to end ethnic cleansing and genocide in Arakan, and through out minority areas of Burma, by invoking right to protect, right to save lives clause of UN Charter.
